Main Duty: |

to guide the construction of the city's aerial defense work and to support emergency rescue work in ordinary time; to organize the citizens to fight against aerial attack during war time;
A. Ordinary Mission
1. to carry out and inspect the implementation of national principle and policy on aerial defense; to set up related stipulate on aerial defense construction; to assist the military department to do the defense xonstruction;
2. to make people aerial defence construction plan and program;
3. to make people aerial defence construction plan and program; to organize and coordinate the emergency aid and communication ensure in case of calamity accidents;
4. be in charge of to exploration of underground space and well plan the underground construction;
5. to inspect the construction of the defence projects(including air-raid shelters under civil building);
6. to construct and mange the communication, alarm of defence work and to draw up air-raid defence program and all kinds of guarantee plan; and organize aerial defence drillings when necessary.
7. to ascertain the essential protecting object and to inspect the protection of the very important object together with other departments;
8. to train related staff and develop certain research; to set up professional team such as communication, epidemic prevention, medical treatment, emergency rush, fire control, public security and traffic control;
9. to promote educations on aerial defence and make up related training plan and to confirm the material with education department;
10. to handle related capital, fund and materials; charge fees according to the law;
11. to see after violations of the underground spaces with other departments;
12. to instruct the aerial defence work of districts and counties;
13. to undertake any other missions consigned by the government, military subarea and municipal national defence committee;
B. Wartime missions;
1. to set up and get stationed into a command post as called for by the municipal national defence committee and issue command and directions;
2. To direct the civilians to evacuate and cover up;
3. Release air-raid alarm as commanded.
4. to execute black out and traffic control;
5. to organize the professional troops to take battle actions and fight for the city security;
6. to transfer and cover very important economic and scientific equipment;
