Main Duty:
1. To carry out and execute the national guidelines, policies and laws relating to quality and technical supervision; to drawn up regional regulations and rules on quality and technical supervision administration and organize implementation after approving; to lead and supervise relative regulation execution; to take the charge of administrative reconsideration work of quality and technical supervision .
2. To manage the quality supervision of the whole city; to manage and instruct quality supervision work and the inspection of quality arbitration work; to preside over fake commodity supervision; to supervise and administrate the maintenance quality of the mechanical and electronic commodity.
3. To manage and guide the quality supervision of the whole city in conformity. To investigate and stipulate developing strategy in elevating the commodity quality level of our city, and organize implementation of "Hangzhou Quality Booming Implementing Plan"; to encourage famous brand strategy and to organize the cognizance and recommendation work for famous brand products; to Management industry product production permit and engineering facilities quality overseeing work; to organize  implementation of  the quality incentive system; to organize and coordinate the significant product quality accident investigation processing, and to mediae quality dispute
4. To unifically manage the whole city standardization work. To organize the implementation of inspector general standard; to manage the file setting up work of enterprise product standard; Carries out uses the
international standard and the overseas advanced standard; to unifically manage and carry out the ISO9000 series standard; to be responsible for WTO/TBT advisory service work; to be responsible for the organizations and agencies code supervisory work; to organize implementation of  the agricultural product safety surveillance management and to issue the agricultural standard and the service standard.
5. To unifically administrate the city measurement work; to organize execution of national measurement system and promote legal measurement units; to manage the whole city size transmission and plan measurement establishment transmission technology organization and social public measurement standard; to manage the whole city measurement appliance manufacture, the maintenance permit according to relative laws; to standardize and supervise the measurement behavior on every social aspect such as trading accounts, safety protection, medical care, and environmental monitoring; to investigate illegal measurement activity; to organize appraisal for measurement arbitration and mediate measurement dispute
6. To take synthetical management on boiler, pressure vessel, elevator, explosion-proof electric appliance and other special equipment safety supervision work; be responsible for the implementation and supervision of the related rules, regulations, the system, and the technical regulations.
7. To drawn up and organize implementation for developing plan for quality and technical supervision; to organize and coordinate the professional quality and technical supervision for all trades; to manage and instruct scientific work for quality supervision;  to take the responsibility of the publicizing, education and information work of the city's quality supervision; to organize implementation of related practitioners qualification work; to carry out domestic and foreign technical cooperation exchange.
8. to manage and supervise the whole city's quality authentication approval work; to carry out and push the product quality authentication and the enterprise quality system authentication; to supervise and manage the compulsory safety authentication work; to authorize and supervise those quality and measurement inspection organization, to implements the qualifications approval and the surveillance management with the quality engineering supervision related society intermediary organization.
9、to lead and administrate the quality and technical supervision work of the district and county(city); to Instruct the correlation academic society, the association to do the office work.
10. To undertake the other business turned over by the municipal government and the province qualityengineering supervision bureau businesses.
