Main Duty:the Hangzhou municipal government foreign affairs office is set up in line with the "Chinese Communist Party Zhejiang Provincial party committee, Zhejiang Province People's government's Notice on Hangzhou Institution Reform Plan"The municipal government foreign affairs office is a subordinate institute in charge of foreign affairs.
1. to carry out central foreign affairs policy and stipulates, to carry out provincial and municipal decisions on foreign affairs; to work over detailed measures in carrying out related foreign affairs policy and establish bylaws on foreign affairs management; to supervise and inspect the carrying out of foreign affairs policy; to see after municipal political foreign affairs involved business;
2.to coordinate foreign affairs work and external activity of local departments; to deal with major external issues together with municipal offices and instruct local foreign affairs organizations;
3. to find out foreigners'life and activities in the city and raise suggestions;
4. to arrange reception for visiting guests, foreign embassy staff on business trip and foreign journalists; to instruct other departments on foreign guests reception; make preparations for government officials'foreign exchange issues;
5. to manage the examine and approve work of personnel on business to foreign countries or Hong Kong and Macao and invitations to foreign persons; to examine and transact proceedings for the officials; to examine and approve invitation of overseas personnel, to issue certificate letter to foreign visitors; to undertake approval affairs for persons to go abroad and come visiting as if outside the jurisdiction of municipal government; to issued passports, permits and visa for related personnel; to supervise and assist related departments on foreign affairs policy and discipline educations to personnel who go abroad; to make clear of the activities and results of those groups and persons who go abroad;
6. to connect with our foreign amity cities; transact procedures to set up friendly relationship with foreign cities; to examine and approve establishment of friendly relationship between local enterprise and foreign enterprise; to instruct local nongovernmental foreign exchange issues;
7. be in charge of international conferences and activities held in Hanghzhou; undertake related works concerning with taking apart in major international conferences and activities;
8. to pick up, adjust and manage the enterprises foreign visitors will visit together with other related departments;
9. to award foreigners as"honored citizen of Hangzhou"and deal with concerning works
10. see after issues concerning with foreign experts, foreign students, practioner, aliens and foreign staff working in enterprises in Hangzhou;
11. to organize education and training on related staff; make conclusion of local foreign exchange experience;
12. To coordinate with related departments to complete the outward promotion and the mass external affair education work; to provide related information of international situation, the foreign policy and the vital
international question propaganda material, outward declaring tone; oversee important report on foreign affairs of the city;
13. To inspect the implementation of foreign affairs confidential system together with disciplinary inspection bureau and supervision bureau; to assist related departments to deal with major issues which violate the confidential discipline.
14. to undertake other issues consigned by municipal party committee, government and superior foreign affairs office;
