Main Duty:
1. To carry out related national and provincial principles, policies, regulations and laws on overseas chinese affairs, and inspect the implementation of them; to make investigation into overseas Chinese situation both domestic and abroad and provide related information for municipal party committee and government; to drawn up related regional bylaws as consigned and organize the implementation; establish city overseas Chinese work developing paln;
2. to give necessary instructions to the overseas Chinese works of social groups; to instruct related work of city, town and district;
3. to research into investment, techniques and human resource works of overseas Chinese and give them political advice; to protect legal right of overseas Chinese to put investment in our city; and push the introduction of their capital, techniques and human resources; to coordinate with other departments in exploring international market through overseas Chinese affairs; encourage studying abroad chinese to carve out back in China and support them from aspects of promotion and connection;
4. to protect legal right of the overseas Chinese in inland;
5. to develop friendly relationships with overseas Chinese and fellowmen of Hongkong and Macao; to coordinate with related departments on human arrangement of representatives from Hong Kong and Macao;
6. to well arrange overseas Chinese and their families'residence in our city together with other departments ;to deal with interaction affairs between out city and Hangkong and Macao as authorized by municipal government; to affirm identity of overseas Chinese;
7. Under central Taiwan policy instruction, develop relation with Taiwan through overseas
Chinese affairs.
8. To develop overseas Chinese Chinese people, Hong Kong and Macao special administrative region compatriot's propaganda cultural exchange and Chinese education work. Contacts with the overseas
Chinese Chinese people, Hong Kong and the Macao special administrative region compatriot to spread media, the cultural mass organization and Chinese school.
9. be responsible for the overseas Chinese Chinese people, Hong Kong and the Macao special administrative region compatriot donation work.
10. be responsible to do organizational unit's related work in which the domestic and foreign overseas Chinese affairs work.
11. To undertake other things consigned by municipal government.
