(1)Study and provide strategic objectives, measures, plans and policies of national economy and social development of the whole city. Formulate middle & long term planning and each individual plan for national economy and social development of the whole city. Coordinate and link various main industrial planning.  Study and provide the objectives and policy measures for the promotion of development & industry mix adjustment.
(2)Study and provide anticipated main annual objectives of national economy and social development. Reinforce the prediction, pre-warning and monitoring on national economic operation, timely submit policy and suggestion to important issues in economic operation.
(3)Study and constitute the industrial development guidance for the whole city according to the state industrial policy and actual situation of Hangzhou. Study and provide comments on execution of regional plans, productivity layout plans and important industrial layout.
(4)Link and balance middle & long term development plan and annual plan of information work in the whole city together with relevant departments, promote information orientation of national economy and society of the whole city.
(5)Take charge of all-around management of fixed asset investment in the whole city, provide the total scale of fixed asset investment of the whole society, plan the layout of important project. Take charge of all-around management of key project and the construction funded by Municipal Government. Study and provide middle & long-term major projects and annual construction plans, organize the coordination and supervise the execution. Take charge of preliminary design approval of social affair projects. Comprehensively balance the fund from government finance for fixed asset investment, guide the investment orientation of other social fund. Examine and approve and report to the State and Province the construction projects that need to be reported for approval, the investment projects funded by Municipal Government and other projects to be controlled. Formulate annual plan for conversion of farmland to construction land for investment projects in the whole city together with relevant departments, and participate related management work. Take charge of audit work organization of major projects in the whole city and management of engineering consultation. 
(6)Comprehensively analyze the fund trends in the whole society, give comment on balance & coordination of the fund in the whole society, including financial budget fund.  Provide financing proposal for the major projects invested by government and organize the coordination and execution. Study and provide recommendation policy for the adjustment by economic means, such as, finance and price etc. in the whole city.  Take charge of examination, approval, reporting and supervision of enterprise bond issuance. Study and provide development strategy of capital market in the city, study and constitute the plans for investment and financing system reform, and supervise the execution. Participate coordination and management of direct financing. Participate the monitoring o various social security fund. 
(7)Study and provide development strategy for foreign fund utilization and investment from outside the country, total volume balance and objective & policy of structure optimization together with relevant departments. Take charge of the approval and report to higher authority for the projects with foreign fund utilization and investment from outside the country. Take charge of foreign loan management.
(8)Analyze and forecast supply & demand status in both domestic and overseas markets, study and provide development strategy and planning of domestic and foreign trade in the city together with relevant departments. Study and supervise planning and general layout of market circulation facilities in the whole city, coordinate with major policies in trade development and market system construction. Take charge of planning and management of important agriculture product import and export in the whole city.
(9)Take charge of linkage and balance in the planning of social affairs including population, science & technology, education, culture, hygiene, labor and social security etc., and national defense construction and national economy & social development in the whole city. Provide the policy for mutual promotion, coordinated development and sustained development of economy and society. Coordinate for key issues in social affair development, advance  sustained development of economy and society. Participate the constitution of reform policy of social security system.
(10)Study and constitute middle & long term and annual
science & technology development plan, study and provide science & technology development direction, key points and corresponding policies & measures, and promote industrialization of major science & technology achievement together with relevant departments. Organize and constitute construction plans for major scientific research base, participate allocation of "Three Funds" for science & technology.
(11)Take charge of national economy mobilization in the whole city. Accomplish other work assigned by Nation Economy Mobilization Office of higher authority and Municipal Nation Economy Mobilization Office.
(12)Take charge of daily management of Investment Project Handling Center of the city.
(13)Manage Municipal Bureau of Price.
(14)Supervise the districts, counties (cities) to constitute economic & social development plan. Take charge of comprehensive coordination of the district and county (city) economic policy.
(15)Accomplish other work assigned by Municipal Government.
