| |
(1)Monitor and analyze operational trends of industrial economy in the whole city and adjust daily operation of industrial economy. Provide and organize the execution of adjustment target, policy and measures for recent industrial operation, organize solutions to major issues in industrial economic operation and submit comments & advise to Municipal Government.
(2)Follow and execute state and provincial industrial policies. Organize, constitute and execute local industrial policies and individual industrial policies, supervise and inspect the execution. Supervise industrial mix adjustment, study and provide adjustment proposals for key industries and products. Study, decide on and incubate big enterprise groups and key municipal enterprises.
(3)Entrusted to organize and draft comprehensive industrial economic rules, regulations and policies, and organize the execution after they are approved through examination. Collect, settle, analyze and publicize economic information.
(4)Collectively manage township enterprise work in the whole city.
(5)Take charge of energy saving work and electricity administration in the whole city. Participate relevant management of major construction projects of energy and raw materials etc. Organize urgent dispatch of important materials and coordinate comprehensive transportation.
(6)Study and plan investment layout of competitive industries, regularly publicize guidance index for project investment. Take charge to report technical modification projects related to the relevant state, provincial and municipal policies to higher authority for approval. Supervise the organization and execution of major technical modification projects in the whole city. Guide the direction of industrial enterprise investment and commercial bank loans except government loans, and bring them into the total balance of Municipal Development & Planning Committee. Provide the orientation for the foreign loans utilized by industrial enterprises. Participate the study and provide policy advice for industrial enterprises to explore international markets and execute diversified market strategy, supervise industrial enterprises to develop international operation, supervise production enterprises to carry out the processing in the outside with self-supplied raw materials and assembly business. Take charge of anti-dumping and anti-subsidy case recording and investigation of industrial enterprises in the whole city. Organize and coordinate foreign trade cargo transportation and important industrial conferences.
(7)Conduct rectification and regulation work for market economic order, study and provide relevant policy together with relevant departments. Study and supervise industrial circulation system reform in the whole city and incubate, develop and perfect market system. Formulate the import & export plan for key industrial commodity products and raw materials that
concern with national economy and people’s life together with Municipal Development & Planning Committee. Plan and adjust according to economic operation and have the plan recorded by Municipal Development & Planning Committee. Coordinate cocoon and silk work in the whole city.
(8)the industrial enterprises with diversified economic components on macro basis, standardize the behavior of industrial enterprises. Study and provide guideline and policies for state owned industrial enterprise reform in the whole city, coordinate and resolve major problems in enterprise reform. Supervise state owned enterprises to execute strategic reshuffle, promote construction of modern corporate system. Supervise the management of state owned enterprises, deficit makeup and enterprise burden relief, cooperate with relevant departments to execute re-employment project. Participate the supervision on direct financing of industrial enterprises. Supervise the reform and development of medium & small enterprise. Organize and manage legal advisory work within enterprises. Supervise the training for enterprise management personnel.
(9)Study the guideline and policies for industrial enterprise advancement. Supervise technical renovation, import, localization of major equipment and research of major technical equipment. Study and provide the policies & measures for the industrial enterprises in the whole city to revamp traditional industries with development and utilization of hi-tech. Organize and constitute the plans and programs for the industrial enterprises in the whole city to revamp traditional industries with development and utilization of hi-tech.
(10)Manage Municipal Safe Production Supervision Bureau and Administration Office of Municipal Industry.
(11)Accomplish other work assigned by Municipal Government. | |
