(1)Follow and execute the guideline & policies and laws & regulations for state, provincial and municipal construction business. Study and constitute the guideline, policies and development strategy for city construction, all-around city administration, village & township construction and architecture development in the whole city according to the reality. Entrusted to organize and draft local regulations and rules for city construction, and supervise the execution. Organize and constitute relevant policies of city development strategy of "Live in Hangzhou" and all-around development.
(2)Entrusted by Municipal Government to organize and coordinate the execution of City General Planning. Participate the review on city sectional planning, important detailed planning, city design and special planning separately formulated. Participate the constitution of State Land Planning and Section Planning. Take charge of the industrial management of engineering survey and design in the whole city.
(3)Study and constitute city construction & development plan and annual city maintenance construction plan together with relevant departments.
Supervise and inspect the execution of the plans. Take charge of information management work of construction systems of the city. Take charge of proposal design, review and approval of preliminary design document of infrastructure construction projects except communication, water conservancy construction projects and projects arranged and financed locally (the proposal design will be covered in the files issued by Municipal Planning Bureau). Take charge of organization and supervision of the bidding of proposal design. Take charge of review & approval management of construction drawings and design documents. Approve and comment on the proposal design of West Lake Scenery Construction Project together with Municipal Tourism Committee. Take charge of industrial management of engineering survey and design and bidding management of construction project design of the whole city. Comprehensively manage the city construction, township construction of the city and aseismatic precautions for industrial and civil architectures. Constitute the annual allocation plan for city maintenance and construction fund together with Municipal Planning Committee and Finance Bureau, and execute the plan. Organize and participate the examination, approval and internal auditing for city construction project investment budgeting. Participate auditing work for final accounts of city construction projects.
(4)Take charge to establish and standardize the management, supervision, inspection system, operation mechanism and supporting measures of construction (architecture) market. Take charge of supervision of the admission to construction markets. Take charge of the management for execution phase of the construction (architecture) projects, examine and issue building construction permit. Take charge to organize the investigation and handling of major quality & safety accidents in construction projects. Take charge of the management of the construction teams in the whole city.
Carry out control on the qualifications of production
enterprises for architecture, decoration, commodity
concrete and structure parts etc., and construction (architecture) service agencies and non building construction enterprises undertaking non residence decoration projects. Take charge of the management for all the city architecture companies carrying out construction outside and outside (overseas) architecture companies carrying out construction in Hangzhou. Take charge of organization and constitution of various standards and quota in construction industry. Take charge of supervision and organization for construction business to explore international markets, develop foreign economic & technical exchange, contracting of project and labor cooperation. Take charge of bidding management of the construction (architecture) projects in the whole city.
(5)Take charge of examination and approval of city construction projects. Participate the registration of city construction projects and examination and approval of feasibility study. Take charge of key project management except the social affair projects funded locally. Take charge of the execution and management of city construction projects. Take charge of the construction management of other key engineering and projects after registration. Take charge of completion acceptance of house construction projects and municipal infrastructure projects, and the supervision and all-around completion acceptance of real estate development projects. Take charge of the management of real estate development project transfer and expedition of commodity pre-selling image schedule.
(6)Take charge of the management of real estate development & construction and municipal construction comprehensive development in the whole city, organize and execute the construction and management of economical residence housing and industrialization of residence building.
(7)Constitute the construction (architecture) scientific development planning and programs in the whole city. Organize and supervise major science & technology project breakthrough and confirmation, conversion and promotion of scientific & technical achievement.
(8)Take charge of supervision on city construction (architecture) of the districts and counties (cities) and the construction of the villages and township. Take charge of management supervision on scenic spot planning & construction.
(9)Entrusted by Municipal Government, coordinate the work of the units within the system. Accomplish other work assigned by Municipal Government.
