(1)Follow and execute relevant guideline, policies, laws, regulations and rules of the state, province and city. Entrusted to study and draft local regulations, rules and policies for tourism administration, execute them after examination and approval. Legally supervise and inspect the execution of relevant rules, regulation and policies.
(2)Study and constitute the construction & development strategy to promote modernized international sightseeing tourism city, take charge of all-around coordination for relevant work of tourism and commerce & trade system, organize and coordinate various resource integration, optimization setup and planning for city tourism environment and infrastructure facilities, tourism communication, commerce & trade shopping, restaurant, accommodation and tourism & culture recreation etc. Take charge of information orientation construction work in the whole city, reinforce city tourism comprehensive service function.
(3)Take charge to constitute middle & long term  plan and annual plan for the city tourism development, and organize and inspect the execution. Supervise and coordinate the planning, development and construction of key tourism zones and major tourism projects, and protection of tourism resources in the whole city. Take charge of review on West Lake scenic zone construction projects and organization for joint review conference on tourism project construction proposals. Take charge to supervise the constitution of key project plans for West Lake scenic zone, holiday vacation zones, nature protection zones and "Four Rivers, Two Lakes and One Mountains", and to review and approve the plans.
(4)Study and constitute development strategy of international and domestic tourism market, take charge of publicity work of the whole city tourism image and coordination of major sales promotion activities. Handle the daily work of Municipal Tourism Image Promotion Committee. Take charge to constitute the whole city tourism promotion plans and utilization proposal of promotion fund. Supervise and constitute various tourism publicity document of the city. Participate and coordinate tourism pageants in the whole city. Take charge of major tourism exhibitions in the whole city and coordination of big tourism promotion activities and extra. Organize and supervise the development work of important tourism products. Take charge of foreign tourism exchange and cooperation. Take charge of collection, study and announcement of domestic & overseas tourism market trend information.
(5)Take charge of tourism management and standardization promotion in the whole city. Study and formulate policy measures, speed up structure adjustment of tourism. Take charge of examination and approval of special tourism business. Organize and execute hotel star-level evaluation and declaration. Take charge of approval of domestic travel agency. Coordinate, adjust and improve tourism environment, regulate scenic zone (spot) tourism business service activities and the evaluation work of scenic zones (spots). Take charge to supervise scientific research and development of tourism products. Take charge to supervise establishment work of "China Excellent Tourism City" and tourism spiritual civilization construction. Supervise the work of Tourism Association. Take charge of license and declaration of special tourism projects. Coordinate and supervise tourism safety management, urgent aids and insurance & surveillance work.
(6)Take charge of the general survey of tourism management resource and tourism statistics work of the whole city. Generally arrange and use various tourism development funds. Participate social investment for tourism and foreign fund introduction.
(7)Take charge of supervision and inspection on tourism market order and service quality, accept and handle tourism complaints, legally maintenance the legal right of tourism consumers and tourism business operators. Take charge of tourism advisory & service work.
(8)Supervise the planning and management of tourism human resource development. Take charge to constitute intellectual training planning and special technical post standards. Take charge of the license qualification test and level test work of tourism professionals, declare and issue post certificate.
(9)Accomplish other work assigned by Municipal Government.
