Name of Unit:		Hangzhou Municipal Bureau Of Education
Main Duty:		(1)Follow and execute the guideline, policies, laws and rules on education of the Party and State. Study the important issues concerning education reform and development in the whole city. Entrusted to study and draft relevant local rules, regulations on education and organize the execution after examination and approval. (2)Take charge of leadership construction and ideological political work of the municipal colleges and maintain the stability of the colleges. Take charge of the Party organization and Party construction of the vocational colleges and training colleges run by part of social faction in Hangzhou. Take charge of the cadre team construction and Party construction work of the schools (units)) directly under Municipal Government. (3)Study and constitute the education development plan of the whole city. Coordinate and supervise the education system reform and school operation system reform of the whole city, provide comments on the key points, scale, structure, speed and execution steps of education development. Supervise, coordinate and inspect the execution. (4)Overall manage the education of high learning, basic education, vocational & technical education, infant education, adult education and continued education etc. in the whole city. Examine and approve the setup, name change, termination and merge of general high schools, middle level vocational & technical school (majors) in the whole city. Supervise the arrangement and adjustment of junior schools, primary schools, kindergartens and adult schools in the whole city. Coordinate and supervise relevant educational work in all the districts, counties (cities) and departments. Take charge of education supervision and assessment of the whole city. (5)Supervise the ideological political work in the schools of various levels and categories, and educational work for moral, sports, hygiene, arts, science & technology, national defense and population in the whole city. (6)Collectively manage the degree education and recruiting examination work of the whole city, reform recruiting system and methods. Formulate the student recruiting plans of the full time colleges, adult colleges under the jurisdiction of Municipal Government and the general high schools and middle level vocational schools in the city district together with relevant departments, and organize the execution. Plan and supervise the adult self-taught examination and the work to educate the illiterate young people. (7)Take charge of the teacher work in the whole city, organize and execute teacher’s qualification system. Take charge to organize the teacher professional and technical diploma evaluation and employment work of the whole city. Constitute the regulation system of teacher management, collectively plan and supervise the construction work of school teacher and management personnel teams. (8)Constitute relevant policies for education fund raising, education fund allocation and education infrastructure investment etc. together with relevant departments. Standardize the tuition fee of high schools and primary schools, supervise the education fund raising and the utilization of the fund in the whole city, take charge of the education statistic work of the whole city. (9)Take charge of education & teaching reform, education scientific research, education research and modern education technical work in the whole city. (10)Collectively manage the education exchange and cooperation in school administration between the city education system and Hong Kong, Macao and Taiwan. (11)Coordinate, supervise, monitor and inspect the linguistic work, and supervise the mandarin promotion in the whole city (12)Manage the school and enterprise units directly under Municipal Government, supervise the corporate work. Supervise the projects run by the schools in the whole city, Hard Work and Thrift Study program and socialization of school logistics. (13)Accomplish other work assigned by Municipal Government.
