1、Follow and execute the guideline, policies, laws and rules of the Party and State science & technology work. Entrusted to study and draft the local rules and regulations for science & technology management in the whole city, and organize the execution after the examination and approval.
    2、Study and constitute the guideline, policies and measures of science & technology system reform and technological renovation in the whole city. Supervise, coordinate and supervise the system reform work for the scientific research institutions in the whole city. Collectively manage the technology market and non-public science & technology work in the whole city. Take charge of the execution of technological contract, supervise science and technology agency work and the development of science and technology tertiary industry. Organize and execute technological renovation system and scientific and technological service system construction in the whole city.
    3、Study and decide on science and technology development areas with priority in the whole city. Organize and constitute middle and long term science & technology development plan and program in the whole city. Organize and formulate high tech. industrial development plan in the whole city. Take charge of the management of Three Fund for Science and Technology, Science and Technology cause fund and conversion of scientific and technological achievement. Organize the recommendation of technological renovation fund projects of science and technology type middle and small-scale enterprises in the whole city. Conduct the supervision and management on the utilization of science and technology venture capital of the city together with relevant departments.  
4、Organize and execute the strategic program of “Promote the City by Science and Technology”. Undertake the daily work of the Administration Office of “Promote the City by Science and Technology” leadership group. Supervise and coordinate the science and technology work of all the departments, major industries and all districts, counties (cities) in the whole city. Organize and conduct Promote Enterprise by Science and Technology, Promote Agriculture by Science and Technology and Science and Technology Advancement activities, promote the economic and social science and technology advancement in coordination with relevant departments.
5、Collectively manage the science and technology planning work in the whole city. Formulate and execute annual science and technology development planning, supervise and execute the key science and technology projects of science and technology breakthrough, scientific research, “Star & Spark”, “Torch”, New product development test, achievement promotion and experiment bases etc. that are assigned by the State and Province and planned by Municipal Government.
6、Collectively manage the scientific and technological achievement examination, confirmation, acceptance and appraisal work in the whole city. Undertake the daily work of the Administration Office of High-Tech. Industrial Development Leadership Group of the city. Take charge of the confirmation, declaration and examination of the high-tech. enterprises, achievement, products and projects in the whole city. Take charge of science and technology awarding and encouragement work in the whole city.  
7、Collectively manage the software scientific research, science and technology information, science and technology statistics, science and technology archive and science and technology secrecy work in the whole city. Coordinate the science and technology popularization work in the whole city.
8、Collectively manage the science and technology foreign affair work in the whole city. Constitute, organize and execute science and technology cooperation and exchange plans. Organize technological export, introduction of advanced technology and digestion, adsorption and renovation work together with relevant departments.
9、Take charge of the earthquake, quakeproof and calamity relief work in the whole city. Undertake the daily work of the administration office of Quakeproof and Calamity relief Leadership Group.
10、Manage and coordinate the intellectual property and patent protection work in the whole city, take charge of law execution and supervision related to the intellectual property and patent, solve relevant disputes according to laws.
11、Constitute relevant science and technology personnel policy in coordination with relevant departments, participate the management and training for relevant science and technology personnel.
12、Accomplish other work assigned by Municipal Government.
