Main Duty:

 

1.To implement the national and provincial laws, statutes and policies on the labor and social security task, to work out the reform solution of the labor and social security system as well as implement the mid-long term general development plan and annual work plan on municipal labor and social security cause.   
2.To organize and draft the laws, regulations and local policies and management measures on labor and social security and implement them after deliberation and approval, to legally exert the supervisory and inspective functions and power of national labor and social security, to work out the supervisory and inspective criterion of municipal labor and social security as well as oversee the work of the inspection organization.    
3.To make overall management on the exploitation and employment work of municipal labor resources. To work out and supervise the construction plans and implementation rules together with related departments as well as direct the work of municipal employment service organization. To work out the policies and measures on municipal labor mobility and regular inter-region mobility of rural labor.   
4.To manage municipal occupation skill training. To work out the detailed measures of implementation according to national classification of occupation and standard of occupation skill and industry. To manage the occupation skill training hold by municipal mechanic training school, employment training center and social forces as well as authentication organization. To plan, direct and manage the occupational skill training to on-the-job employees as well as the re-employment training to unemployed population and laid-off workers of enterprises. To manage the assessment of technical rank to town workers. To establish and push the certification of vocational qualification and vocational training system.      
5.To establish the basic rules and policies of adjustment of labor relations. To establish and supervise the implementation of the rules of labor contract, collective contract and settlement of labor disputes. To take charge and direct the disposal of labor disputes legally. To sponsor the administrative reconsideration and administrative litigations. To oversee the implementation of the regulations on work time , vacation and welfare of enterprise employees as well as the special protection policies to female and immature employees. To direct the legal establishment of labor relationships between enterprises and employees as well as to authenticate the contract signed by both sides. To be responsible for the posit and allocation according to the policy. To take part in the assessment of municipal model worker and the recommendation of provincial model workers.      
6.To study out the macro-control policies and measures on the employees’ wages of municipal enterprises. To study out and implement the pay-policy line, linkage of total payroll with the performance,standard of lowest wages, wages of labor market, adjustment policies on vocational incomes and policies on incomes distribution of managers in state-owned enterprises. To examine and verify the total wages of municipal stated-owned enterprises and the wage level of chief executives. To organize the investigation, establish as well as publicize the alert level of labor cost in municipal state-owned enterprises and to legally supervise the payment of wages in enterprises.       
7.To establish as well as implement and supervise the basic policies and standards on social insurances including pension, unemployment, medical, employment injury and maternity insurance. To establish the policies on supplementary pension insurance of organ, public service and enterprise units and to set up the criterion of qualification determination on supplementary insurance organizers. To examine the qualification of the related organs on the business organization of supplementary pension and medical insurance. To take charge the organization and management of labor forces authentication..       
8.To establish as well as supervise and implement the policies on the receipt, payment, management and function of municipal social insurance funds. To advise the audit opinions on budget and settled account of social insurance funds. To implement supervision on the management of social insurance funds. To establish and implement the construction plans of social insurance service system.   
9.To be in charge of the statistic and information work of municipal labor and social security and to organize the construction of the information network as well as to direct the network construction of districts and counties/towns. To establish the regulations on network service and to publicize the reports of labor and social security career, information material as well as the development forecast.    
10.To direct the administrative work of labor and social security in districts and counties/towns.    
11.To be in charge of the routine tasks of municipal labor dispute mediation committee, social labor insurance committee and municipal labor appraisal committee.  
12.To be in charge of other tasks assigned by municipal government.
