To study and draft the local statutes on natural resources such as land and mineral resources and geologic environment management as well as to organize the implementation after deliberation and approval. To establish the policies, technical standards, rules, criteria and measures on the management, protection and rational utilization of land and mineral resources as well as the geologic environment management. To be in charge of the administrative reconsideration work according to the prescripts.
(2) To organize the workout and implementation of state-owned land planning, general and annual plan of land utilization and other special planning. To take part in the audit of overall city planning. To direct and audit the general planning of land use of the districts, counties/towns. To implement the pre-audit of land use of constructive projects. To organize the establishment and implementation of overall planning on municipal mineral resources, planning on geologic environment conservations as well as other special planning. To direct and audit the planning on mineral resources in districts and counties/towns and the planning on geologic environment conservations as well as other special planning.
(3)To supervise and inspect the implementation of administrative enforcement as well as the land and mineral resources layout of land resources administrative department in districts and counties/towns. To protect the legal rights of owners and users of land and mineral resources, and to organize the investigation and handle the serious right ownership dispute as well as investigate a case violating the law.
(4)To establish as well as implement the policies on farmland protection and exploitation encouragement. To implement the agricultural land use control and organize the protection of prime farmland. To be in charge of the municipal balance of farm land gross. To organize and instruct the development of unused land, land settlement, land reclamation and construction of standard farm land. (5) To manage the work of municipal land resources as well as the cadaster and administration in urban and rural. To work out practical measures on the cadastral management. To implement the investigation of municipal cadaster and land resources as well as land statistics and dynamic monitoring. To be in charge of the tasks including ownership of land, land classification and land registration and certificate issuance.
(6)To establish as well as implement the management measures on distribution, remise, lease, investment, transfer，transaction and government acquisition conservation. To manage and supervise the land assets and land market. To organize the implementation of check, ratification and treatment of state-owned land assets. To be in charge of the bidding of use right and auction of state-owned land. To work out the management measures on land utilization of villages/towns. To manage the turnover of collective non-farmland use right.
(7)To manage the municipal land prices. To organize and direct the evaluation of fundamental and marked land price evaluation. To examine the land evaluation qualification of evaluation units. To confirm the land-using price evaluated by evaluation agency and to manage the registration and administration of the record-filing.
(8)To work out, examine and declare the projects of farmland use change, land requisition, farmland supplement and land provision as well as organize the implementation and follow up the inspection with approval. To manage the municipal requisition and removal of collective land. To examine and approve the settlement solution on reimbursement of land requisition.
(9) To supervise the reconnaissance, exploitation, protection and rational utilization of mineral resources. To be in charge of the cert. issuance examination and approval of mineral resources exploitation right as well as its censor and declaration. To supervise the exploitation of Mineral water and geothermal resources. To foster and manage the market of mineral resource right. To manage the reserves of mineral resources. To implement vocational management of geologic reconnaissance.
(10)To organize the reconnaissance, monitor and precaution of geologic disasters as well as protect geological relics.
(11)To be in charge of the municipal state-owned land resources technology, propaganda and education as well as organize the correspondence and cooperation between municipal state-owned land resource system and outside.
(12)To be in charge of other tasks assigned by municipal government.
