1.To implement the national and provincial policies, laws, statutes and rules concerning the urban planning. To draft the local policies, statutes, rules concerning the administration of town planning as well as to organize the implementation after deliberation and approval. To organize the research of policies on urbanization and development strategies entrusted by municipal government. To organize the workout, adjustment, modification and declaration of the general planning of Hangzhou municipality.　　
2.To organize the establishment of planning on districts, municipal recent construction and elaborate planning (including manipulative elaborate planning). To be in charge of the declaration of district planning and important elaborate planning as well as the examination and approval of other elaborate planning.    3.To locate the addresses of construction projects in city planning area and issue the consultation paper of address of construction projects. To check and ratify the elaborate location of the construction projects and satisfy the needs of planning design as well as issue the certification of land use planning on construction　　
4.To audit various engineering establishments of building, constructions, roads and pipelines which are newly-built, expanded and rebuilt in the urban planning zone as well as issue the certificate of license of construction engineering planning and temporary (miscellaneous items) license of construction engineering planning. To be in charge of the implementation and check and acceptance of construction projects in urban planning area. To examine the implementation of construction project and plan the check and acceptance in the urban planning zone.　　
5.To take part in the examination and verification of project design before the initial designing phase and the examination and approval together with municipal construction committee. To make project design to main constructions in main land and apply for approval from the municipal government together with construction committee.　　
6.To organize the draft and revision of statutes and technical criteria of   urban planning management. To handle the administrative reconsideration and administrative litigations concerning the management of urban planning.　　
7.To be in charge of the management of urban mapping, urban planning and mapping vocation. To be in charge of the management of the exam of Certified Planners and certified system as well as the information and files of city planning and mapping.　　
8.To instruct the workout and audit of village planning in city planning zone. To direct the planning business of counties/towns and technical determination to overall planning of the districts where the administration of counties/towns located.　　
9.To be in charge of the routine tasks of city planning committee and Office of Urbanization Leading Group. To assist the jobs of City Planning Expert Consultative Committee.　　
10.To be in charge of other tasks assigned by municipal government.
