1.To implement the national, provincial and municipal guidelines, policies, laws and statutes, establish the regulations and rules of house property management as well as implement various policies on house property.
2.To be in charge of the management of municipal house property vocation and work out the mid-long term development plan. To legally implement supervision, inspection and administrative enforcement on house property vocation. To implement administrative punishment on various violation and deviant behavior.
3.To manage the municipal house property market and take part in the management of the use right remise of state-owned land in first-class market, and manage the transfer, transaction, mortgage, lease, exchange, evaluation and agency services of house property in second and third class market. To manage the register of commodity houses pre-sale/sale and record-filing of contracts, and manage the right of house property, house register and industry, and approve the procedures on property un-register and register modification. To verify and issue the certificate of house property and manage the municipal files of house property.
4.To manage the municipal house property and verify the qualification of property management enterprise as well as establish the service standards of property management. To be in charge of the collection, management and utilization of property management housing and facility maintenance fund as well as the management of residential decoration and fitment and maintenance.
5.To be in charge of the management of house removal, settlement and reimbursement, as well as investigations on removal cases, dispute verdict of indirect public houses and inspection on removal enforcement. To manage the removal units as well as examine and verify their qualification.
6.To be in charge of the administration of various houses, including the rental and repair of public houses. To carry out the policies of private houses, house agent and religious house properties. To be in charge of the takeover of buildings handled by Penalty and Confiscation Department.
7.To be in charge of the reform of residence system and the establishment of various reform policies, and to establish as well as improve the three residence-accommodation systems of commercial houses, economic houses and cheap-leasing houses. To be in charge of the collection, management and utilization of housing accumulation fund.
8.To be in charge of the municipal security management and safety technical authentication technique examination of houses.
9.To be in charge of the management of municipal prevention and annihilation.   11.To instruct the business of house property administration in municipal districts and counties/towns.
12.To be in charge of other tasks assigned by municipal government.
