The main responsibilities of communist party of Xihu Beauty Spot District(Municipal Bureau of Park&Wood and Culture) and the administration committee of Xihu Beauty Spot District (Municipal Bureau of Park&Wood and Culture) are:
1. Organize the implementation of protection and management regulations, study and work out the policies and rules of the protection and management of Xihu Beauty Spot District as well as supervise the implementation.

Protect and supervise the environment of Xihu Beauty Spot District, work out and declare the environment conservation plan of Xihu Beauty Spot District, examine and approve the evaluations on environment affection of projects and environment conservation facilities in Xihu Beauty Spot District, verify and issue the License of Ecological Construction, Quality Certificate of Environmental Conservation Establishment Acceptance and the License of Pollutant Discharge. Be in charge of the exploitation of real estate, house property, property register and market of real estate transaction as well as the property management, and verify and issue certificate of house property and pre-sale license of commodity houses.
 5. In charge of the management of fiscal budget and final account, state-owned assets and the supervision of financial accounting, assist the tax collection and management. In charge of the statistics, commodity prices, audit, personnel, labor and social security as well as the urban management.
