Hangzhou Municipal Transportation Bureau is one of the bureaus of municipal government which is in charge of the municipal road and waterway transportation industry.    　　
1、 Adjustment of functions　　
(1) Functions lined out　 The supervision and management function of water is assigned to municipal public security Bureau.　　
(2)Functions incremented 　　
1 The supervision and administration enforcement of construction projects on bidding and tendering of the industry. 　　
2 Management of car rental trade industry.　　　　
Main responsibilities 　　
According to the functions adjustment, the main responsibilities of municipal transportation bureau are:　　
(1)  To implement the national and provincial development strategies, policies, statutes and laws concerning the road and waterway transportation industry. To establish the local development strategies and industry policies on local road and waterway transportation industry. To study and draft the local statutes and regulations concerning transportation administrations as well as organize the implementation with approval.　　
(2) To organize the establishment of the development plan on municipal road, waterway and harbor transportation industry, and to work out as well as implement the mid-long term and annual plan on fixed assets investment, transportation and transportation science education. To be in charge of the industry statistic and information guidance. 　　
(3) To be in charge of the industry management on municipal road, waterway transportation(including taxi, travel passenger transportation and inter-city short-distance bus, etc.), car rental, load&unload, transportation service, examination of vehicles&ships as well as maintenance, shipping-repair engineering, auto fittings selling, driving school and driver training. To conduct the transportation industry to optimize the transportation structure and coordinated development. To make necessary adjustment and control on the transportations of national key material and passenger emergent material. To manage the traffic and transportation market together with related departments.
(4)  To be in charge of the management of the infrastructure as well as its supporting projects construction and maintenance of municipal road and waterway transportation. To manage the administration of road, aviation, transportation and harbor. To be in charge of the supervision and enforcement of bidding and tendering on construction project in transportation industry and the management of the traffic infrastructure construction market together with related departments.
(5)  To be in charge of the industry management as well as the security supervision of municipal water area open to navigation (except the Xihu  area) and water transportation of the harbors. To manage the technique verification of ships and marine production. To be in charge of the industry management of harbor, sea-route and the bank line layout of port facilities.　　
(6)  To manage the state-owned assets of direct subordinate unit of the bureau. To direct the transportation system reform and guide the industry development. To establish the economic reform policies on transportation industry together with related departments. To maintain the fair competition order in road and waterway transportation industry.　　
(7)  To be in charge of the fee charge and the supervision and management of waterway and road traffic, and the industry management of pass fee charge on roads and bridges.　　
(8)  To organize and instruct the technical development of transportation industry and promote the technical progress of the industry. To direct the vocational technical education and adult education of the industry. To be in charge of the construction of spiritual civilization and employee staffs.　　
(9)  To direct and manage the introduction of foreign intelligence and the utilization of foreign fund, and carry out international cooperation and communication in traffic economy technique.　　
(10) To be in charge of the routine tasks of municipal traffic combat readiness office. To manage the public security of stations and harbors(docks) together with related department.　　
(11) To be in charge of the management of leader staff of the bureau and the business instruction of transportation bureau in districts and counties/towns. 　(12) To be in charge of other tasks assigned by municipal government and provincial transportation bureau.　　
3 Internal Departments　　There are seven internal functional department of the bureau according to the duties above mentioned:　　
(1)   To organize and coordinate the government affair of the departments of the bureau, in charge of the administration of office secretary, important symposia, information, petitions and appeals, confidentiality, secrecy, file and department logistics. 　　
(2) Personnel Department (Organization and Propaganda Department)　　  To manage the structure establishment, organization of personnel, labor salary, propaganda and education, etc. To direct the career training and adult education ofthetransportation industry. To direct the work of mechanic institute in transportation system. To be in charge of the construction of the spiritual civilization, employee staff. To be in charge of the management and instruction of termination and retirees of organs and direct subordinate unit of the bureau. To be in charge of the international economic cooperation and communication on transportation. 　　
(3) Planning and Finance Department　   To work out municipal transportation development planning, special planning, mid-long term planning and integrated annual planning. To arrange the annual investment plan on municipal roads and waterways. To manage the goal-examination objective evaluation of the entire system. To examine, approve and declare the feasibility report on construction projects of road and waterway. To direct and mange the utilization of foreign funds in the industry. To be in charge of the integrated statistics, forecasts and information guidance. To mange the traffic fees as well as collect traffic construction funds and supervise the usage of the funds. To audit the management of the state-owned assets in direct subordinate unit of the bureau as well as its financial budget, and check its finance and tax. To be in charge of the supervision and internal audit on the usage of traffic special fund and expense of direct subordinate unit. To manage the finance of the departments and direct the finance and audit of the municipal transportation industry. 
(4) Policies and Statutes Department　　  To direct the system reform and legal system of the industry. To draft the local statute, regulations and normative files. To be in charge of the enforcement supervision and administrative reconsideration of transportation system. To investigate key decisions and issues. To study the policy on transportation economy. To organize and direct the science development and promote the progress of the industry. To direct the management of facilities, energy-saving and materials in direct subordinate unit of the bureau.　　
(5) Construction Management Department (bidding and tendering management on transportation projects Office)　　  To organize the construction of road and waterway projects and be in charge of the initial design examination, audit and declaration. To organize and take part in the check and accept of road and waterway projects. To be in charge of the monitoring of the projects and the technical supervision of the project quality as well as the management of the workpiece quota work. To be in charge of the supervision and enforcement of project bidding & tendering as well as the management of transportation infrastructure construction market together with related departments, and to maintain the fair competition order in the road and waterway construction industry. To manage the traffic environmental conservation. To direct the basic construction work of direct subordinate unit of the bureau.　　
(6) Industry Management Department (Industry Instruction Department)　　   To coordinate, supervise and urge and transportations of key materials and emergent materials as well as the transportations in important holidays, disaster rescue & relief and army transportation. To be in charge of the working-out of transportation fees and integrated coordination of opening the harbor and united transportation. To maintain the fair competition order of the industry. To be in charge of the industry management on road & waterway transportation, car rental trade, auto maintenance & repair, Shipping- repair Engineering, auto fittings selling, driving School and driver training. To direct the development of the industry.　　
(7) Security Guard Department
