To take part in the study and establishment of the policies on the prices of agricultural products and production material, the circulation of bulk of agriculture products, farm credit, taxation and agricultural financial refund. 　　
(3)  To take part in the study and establishment of the plans and policies on industrialization management of agriculture, and to handle the project establishment and cognizance of municipal agriculture producing, processing and circulating together with related departments. To take part in the study and establishment of the system construction and development plan on the of agricultural product market. To direct the byproduct processing and circulating of agriculture system and promote the unification of before,during and after production. To direct the production and Ex-im management of genetically modified crops products. To take part in the study and establishment of the Ex-im management plans on key agricultural products and key agriculture production material. To direct the development of profitable agriculture, industrialized management, agricultural high-tech model park, agricultural moderate scale operation and foreign oriented agriculture. 　　
(4)   To work out the development plans on agriculture production and measures on agriculture development. To construct the municipal ‘shopping basket’ project together with related departments, and to study and establish the plans and policies on the base construction of municipal 'shopping basket' project, and to be in charge of the technical instruction of the implementation of the ‘shopping basket’ project. To take part in the construction and protection of municipal key agricultural product base. To be in charge of the construction and management of the projects on agricultural seed and nursery, animals breeding and fish culture. To take part in the organization of agricultural resources, territorial development plan and agricultural infrastructure planning. To be in charge of the continuous development of agriculture and ecological agriculture. To be in charge of the distribution of agricultural materials used in disaster-prevention and disaster rescue.　　
(5)   To be in charge of the construction of modern agricultural model park and reconstruction of low corn production field. To take part in the fundamental construction of small farmland, land renovation as well as the exploitation of 'four wastelands'. To take part in the investigation and control of agricultural non-point source pollution. To direct the exploitation of farmland.　　
(6)   To administer the planting industry (except forestry), stockbreeding, fishery and agricultural machinery industry. To study and work out the of vital technical measures of industry development as well as organize the implementation. To direct the structure layout adjustment of the leading industry and the project initialization, declaration and management of construction projects. To direct the management of leading industry association. To manage the flower vocation. To manage the protection of agricultural species resources. To protect the new agricultural species. 　　
(7)   To study and establish the development plans and policies on agriculture research, education, technology popularization as well as the team construction. To implement the strategy of promoting agriculture by science and education. To organize the selection and implementation of agricultural key scientific and technology popularization projects. To evaluate and manage the system construction of agricultural technology popularization and technical achievements. To manage the routine tasks of agricultural technical achievements. To be in charge of the verification of agriculture education, training and agriculture series professional as well as the research of agricultural vocational skill. To work out the technical standards of agriculture as well as organize the implementation. To organize and coordinate the quality management of municipal agriculture products.
