(2) To study, work out as well as implement the development plans of commodity circulation and food&drink service. To direct and coordinate the administration work of municipal trade services. To supervise the service quality management of trade services. To organize the accreditation and validation and recommendation of food&drink service. To direct the work of trade services in districts, counties/towns. To contact and instruct the social agents such as the general union and the associations.
(3) To organize the implementation of market regulation and control on key commodities vital to national well-being and the people's livelihood together with related departments, and to coordinate the use of the venture capital fund in the byproduct non-staple foodstuff market as well as the reserve and accommodation of main articles ‘shopping basket’. To be in charge of the statistics, analysis and information release of the economy function in municipal trade services.
(4) To study, establish as well as implement the policies and measures on  secured key groceries including main articles of 'shopping basket'. To supervise and manage the livestock butchering vocation and butchery activities. To manage the special operation and pointing operation of alcohols and dangerous chemical articles. To cooperate with related departments on cracking down on the illegal activities of producing and selling fake and inferior commodities and preserve the legal rights and interests of consumers and operators.
(5) To audit, examine and approve the license of franchised operations including auction, hock, leasehold, second hand, waste metal reclaiming,  civil dynamite equipment, ELV(End-of-Life Vehicle) recycling   (disassembling), transaction of old motorcycles, etc. To direct the development of advertising. To direct and coordinate the exhibition activities of articles and techniques such as e-business, domestic services, chain store and logistic, etc., which is the management of new business and services models.
(6) To study and direct the reform of the systems of municipal circulating market and the enterprises of trade services, as well as advise on polices of regulating circulation order and market rules. To reconstruct the traditional trade services and study its development. 
(7) To direct the work of key science development, introduction and utilization of technique as well as the coordination of foreign fund, foreign economy, foreign trade and economic and technical cooperation. To promote the information construction of trade services.
(8) To make overall plans on the market system of articles, direct and coordinate the website construction of municipal trade services. To foster and develop the articles market, direct and coordinate the construction of municipal commercialized blocks. To organize, coordinate and direct the important activities of social trade services.
(9) To establish and implement the training plan on various trade human resources and draw out the standard of skill level of trade services, as well as organize the training and examination to professional qualification of trade services.
(10) To be in charge of other tasks assigned by municipal government.
