Xiasha is in the north of Hangzhou, 30 minutes’drive from the downtown area. As one of Hangzhou’s auxiliary towns, the construction and development of New Xiasha is actually the rational application of the concept of modern Satellite Town in accordance with the latest global trend of habitation. After more than one decade’s development, Hangzhou National Economic and Technological Development Zone in Xiasha has established an integrated layout system, thus offering a sound foundation for the New Xiasha Town to develop. Meanwhile, with the new layout in 2003, the overall structure of New Xiasha consists of“one center, two axes and four sections”, that is, the public center in Xiasha, south-north ecological traffic axis and ring road ecological sightseeing axis between Xiasha and Qiaosi, Jiubao section, Qiaosi section, Economic and Technological Development Zone section and Haining Development Zone section.

Among all of Hangzhou’s three auxiliary towns, the current Xiasha is the one that enjoys the most convenient transportation, the most matured infrastructure and facilities, powerful industrial support and modern urban construction. It features an open development structure. The ring road and the second Shanghai-Hangzhou-Ninbo expressway meet in Xiasha, thus forming the transportation pivot. Therefore, Xiasha becomes the transit station to link the surrounding cities and regions.

High and new technology industry and education industry are the two pillar ones for Hangzhou in the future, and Xiasha is the very place integrating the two industries. The construction and development of Hangzhou Economic and Technological Development Zone in combination with that of Xiasha College Town, the biggest higher education park in Zhejiang Province, has made basic preparations for the convergence of population and service industry in Xiasha and promoted the development of commerce, trade, finance, and service industries here. At present, a complete service system of commerce, trade, and finance is gradually forming, which includes a large public center (the future executive, cultural, commercial, technological, and information center in Xiasha) and three sub-centers (Jiubao Commercial Center, Qiaosi Center, and Haining Center) and one distinctive center (Qiaosi Commercial and Trade Center).

New Xiasha has its own specific orientation, i.e., an advanced international manufacture base, a college town in the new century, and ecological garden type auxiliary residential town. In the future, Xiasha will become a comprehensive new town with multiple functions integrating industry, residence, science, education, research, and development, and a balanced auxiliary town for both employment and residence.
